Notice to Industries / CETP’s situated in Uttar Pradesh for disposal of Hazardous Waste through Common TSDF

As per directions of Hon’ble Supreme Court in writ petition no. 657/95, it is mandatory for all hazardous waste generating industries to dispose off their generated hazardous waste in scientifically sound manner and take authorization from the Board. As per Hazardous Waste (Management, Handling and Trans boundary) Rules 2008 framed under Environmental (Protection) Act, 1986 (Govt. of India), it is mandatory that ultimately the Hazardous Waste should be disposed off in a Captive / Common Hazardous Waste Treatment, Storage and Disposal Facility (TSDF).

The following notice is now, therefore, being given through News Papers to all industries / CETP’s generating Hazardous waste in the State of U.P., except industries having their own SLF/Incinerator duly authorised by Board, failing which the authorization issued to them for storage etc. shall be revoked and necessary action, such as closure of industry shall be initiated:-

 

  1. 1. All large & medium scale industries except those industries having their own SLF/Incinerator duly authorised by Board, should become member of common TSDF for final disposal of Hazardous Waste within a month of publication of this notice and submit the proof in this regard to Head Office, U.P. Pollution Control Board, III floor, PICUP Bhawan, Vibhuti Khand, Gomti Nagar, Lucknow. The hazardous waste already temporarily stored by the industries in their premises shall be sent to TSDF within two months of publication of this notice.Thereafter the hazardous waste should be sent regularly to TSDF within three months of its generation.
  2. All small scale industries should become the member of common TSDF for final disposal of Hazardous Waste within two month of publication of this notice and submit its proof to Head Office, U.P. Pollution Control Board, III floor, PICUP Bhawan, Vibhuti Khand, Gomti Nagar, Lucknow. The hazardous waste already temporarily stored by the industries in their premises shall be sent to TSDF within three months of publication of this notice. Thereafter the hazardous waste should be sent regularly to TSDF as directed by Board.
  3. As M/s Bharat Oil Co. India Ltd., Ghaziabad have installed incinerator having spare capacity for common use, all nearby industries generating paint sludge, oily sludge & oily waste except having there own incinerator authorised by Board, should become its member subject to availability of its spare capacity, within month.
     
For the disposal of Hazardous waste, following common TSDFs/ incinerator have been developed and are in operation in the state of Uttar Pradesh

  1. 1. One common TSDF ,with S.L.F. is being operated by M/S Uttar Pradesh Waste Management Project (A Division of Ramky Enviro Engineer Ltd.), 380A, Lakhanpur Housing Society,Lakhanpur, Vikas Nagar, Kanpur-208024 (U.P)Telefax (0512) 2585076, at Kumbhi , Kanpur Dehat.   2. Another common TSDF with S.L.F.and coming up incinerator, is being operated at Kumbhi, Kanpur Dehat by M/S Bharat Oil & Waste Management Ltd Kanpur.   3. Banthar, Unnao common TSDF (S.L.F. only) for common CETP of Unnao Industries, Banthar Industries and Industries located in Unnao only and is being operated by IISL. Contact person is Dr. Subhash Awasthi, Tele Fax no. 0515-2846614.
  4. M/S Bharat Oil & Waste Management Ltd., Ghaziabad for incineration of oily sludge, oily waste and paint sludge only up to specified capacity. Industries who generate paint sludge, oily sludge and oily rags should become its member subject to availability of spare capacity. M/S Bharat Oil Co. India Ltd. Ph. No. 0120-3220356 is authorised for incineration of incinerable waste (as above) 200 MT/year for captive use and 1200 MT/year (extra capacity) is available for common use.
